Narrative Summary
eCrash – On 10/30/20 at approximately 11AM a northbound unit 2 (white van) stopped to turn west onto Ocean Vista Dr in Seal Rock, Oregon. Another northbound, fully-loaded log truck (unit 1 Kenworth) swerved to avoid a collision with unit 2. The log truck collided with the right rear of the van and continued off of the northbound shoulder. The log truck rolled over into the ditch. No injuries were reported. Driver of the log truck was cited for following too closely. ODOT assisted at the scene. Log trucking company is arranging for removal of logs and truck.

Narrative Summary
**e-Crash** On 10/31/2020 at approximately 4:41 PM, I responded to crash that occurred on SR-34 near milepost 11. Unit #1 (White Toyota Rav4) was traveling west on SR-34, while negotiating a curve. Unit #1 lost control through the curve, and traveled several hundred feet on the eastbound shoulder. Unit #1 then crashed through a guardrail, and came to an uncontrolled rest 10 feet down an embankment. The occupants were uninjured, and Rowley’s Towing recovered the vehicle. ODOT and Lincoln County Sheriff’s office assisted with traffic control.

On 11/1/2020 at about 6:11am, a single vehicle with three subjects inside encountered a Wildlife Enforcement Decoy (WED) in the Alsea Mountain Wildlife Management Unit (WMU). The driver of the vehicle illuminated the WED with the vehicles headlights while he and a passenger shot five high powered rounds at the WED from the roadway. A concealed OSP Fish and Wildlife Trooper observed and recorded the event and a traffic stop was initiated on the vehicle. Both the driver and passenger were criminally cited for the listed charges and two rifles were seized as evidence.

Narrative Summary
On 11/01/2020 at approximately 8:51 PM, OSP was dispatched to assist Benton County Sheriff’s Office on a low-speed pursuit that was lead into Lincoln County on US-20 near mile post 34. The vehicle involved was a black Kia Spectra, and the driver had multiple warrants out for his arrest and was a possible officer safety threat. The speed of the pursuit ranged from 20mph to 40mph. Benton County Sheriff’s Office lead the pursuit, and Lincoln County Sheriff’s office along with Toledo Police Department assisted as well. OSP disengaged from the pursuit but remained in the area for assistance. The driver agreed to stop the pursuit if OSP made first contact. The pursuit ended with the driver stopping at the east junction of US-20 going into the city of Toledo near mile post 8. The driver cooperated with OSP’s commands, and was detained without injury. Benton County Sheriff’s office took the driver into their custody, and OSP broke contact shortly after. Refer to Benton County Sheriff’s office case #20B2792.

Narrative Summary
On 11/02/20 Oregon State Police were dispatched to a driving complaint at the Shell Station in Depoe Bay. Vehicle #1 (grey Equinox) was reported to have driven over concrete curb and almost into the Shell sign. Upon arrival, #1 was east of the fuel pumps with driver behind the wheel. Driver displayed several indicators of impairment and an open half-empty bottle of “Johnnie Walker Red” Scotch was observed on the passenger floorboard, ROHRS admonishment issued, and eventually refused SFST’s. Driver was taken into custody for DUII-Alcohol. Voluntary breath test was refused, warrant was granted, and a blood sample was obtained. Driver was cited and released (LCJ refused to lodge due to COVID restrictions) for DUII-Alcohol and Reckless Driving, violation cited for breath test refusal.

Narrative Summary
On 11/04/2020 at approximately 1:55 AM, Lincoln County Sheriff’s office (LSO) drove up to a single vehicle crash that occurred on US-101 milepost 126 near Depoe Bay. LSO asked for my assistance with the crash since the driver was intoxicated. I arrived on scene at approximately 2:30 AM, and the vehicle involved was a silver Honda Accord. The vehicle had been traveling south on US-101 when it lost control and rolled into an uncontrolled rest upside down on the west side of the highway. LSO took the crash investigation, and I took the DUII investigation. The driver had slurred speech, bloodshot water eyes, an odor of alcohol, and had poor balance. The driver refused to perform SFST’s. The driver was arrested and transported to the jail where he provided a breath sample. Care Car towed the vehicle. The driver’s BAC was 0.11%, and was cited and released for DUII and Reckless driving.
