***E-CRASH*** On 01/17/20 at approximately 7:30 AM, a single-vehicle crash occurred on US-101 around milepost 131. Northbound Vehicle #1 (silver Buick) was negotiating a curve when the driver lost control due to slush/ice conditions, spun across the southbound lane and down the embankment, coming to rest against a tree facing south. Driver wore safety restraints, no injury reported, no airbag deployment. Rowley’s Towing towed the vehicle to their lot in South Beach.

Narrative Summary
On the evening of January 18, 2020, the Oregon State Police received a driving complaint regarding a possibly intoxicated driver leaving the Chinook Winds Casino in Lincoln City. The vehicle was described as a blue Chevrolet Tahoe with Washington Plates. OSP located the described vehicle driving south on Hwy 101 near mile 121. OSP contacted the occupants of the vehicle after observing it pull into a parking lot. The driver displayed several signs of impairment and agreed to perform standardized field sobriety tests. The driver continued to display signs of impairment as they performed poorly during the field sobriety tests. The driver was transported the Lincoln County Jail where she provided a breath sample revealing a blood alcohol content of 0.13%. The driver was charged with DUII. The vehicle was left at the scene as it was legally parked in a parking space.

Narrative Summary
Unit #1 was driving southbound where he began to leave the roadway to the right and crashed into a power pole destroying some lower support structure as it continued to travel into the Siletz River. The driver was alone and was uninjured. Lincoln City PD arrived and had arrested the driver for Reckless Driving. The driver was later cited and released for Reckless Driving and issued a citation for driving while suspended violation. Without my knowledge the driver arranged a tow with Coast Towing. Car Care towing was added back to our rotation.

On the afternoon of January 19, 2020, the Oregon State Police received a theft report that occurred at the South Fogarty State Park. The complainant reported an unknown suspect broke a window to her vehicle and stole a purse belonging to her sister inside. The sister reported to have lost several credit cards, approximately $300 in cash, and the keys to her vehicle/house. The parties were in the process of notifying their financial institutions of the crime to prevent further fraud.

***E-Crash*** On the afternoon of January 20, 2020, the Oregon State Police responded to a cold single vehicle traffic crash on Hwy 101 near mile 166, south of Yachats. The reporting party advised the vehicle was unoccupied after driving off the road and crashing into a tree. The reporting party also stated she woke up to a loud crash/bang sound at 3 am but suspected it may have been a strong wave crashing against the ocean. UNIT #1 (silver Nissan SUV) was found at the location with Mississippi plates. A records search for the vehicle found no local contacts. Arrangements were made with Rowley’s Towing to remove the vehicle the following day with flaggers.

Narrative Summary
On 1/20/20 at approximately 5:18 pm I contacted the driver of a green Ford Mustang (140LFM) on a routine traffic stop on US 101 near mile post 139. Upon contact the diver indicated some signs of drug impairment and admitted to recently using some non-controlled substances known to cause impairing effects. The driver consented to SFST’s and during the tests a Newport Police officer deployed a K-9 unit around the vehicle. The K-9 alerted and a search was conducted inside the vehicle. Suboxone pills were located in a cup on the passenger side of the vehicle. The driver admitted the pills were prescribed to her son and she intended to deliver them to a third party. The driver was not taken into custody for DUII. She was cited and released for possession of a Schedule III Controlled Substance.

I was driving northbound on Highway 101 and observed a vehicle which was being driven southbound starting to drive outside of its lane into the center turn lane. I turned around and stopped the driver. During my contact I observed signs of impairment. The driver consented to voluntary field sobriety tests where I continued to observe signs of impairment. The driver was arrested for DUII and transported to the Lincoln City Police Department where he provided a breath sample indicating a 0.09% BAC. The driver was cited and released for DUII.

Narrative Summary
On 1/20/20 at approximately 9:51 pm I was dispatched to a single vehicle roll over crash with entrapment which occurred on US 101 near mile post 153. The vehicle, a blue Toyota Prius (512BXB), was southbound when it crossed the opposing lane of travel and crashed into a tree on the northbound shoulder. The vehicle rolled over and came to an uncontrolled rest on its top with the driver entrapped in the driver seat. The driver was interviewed before being transported to the hospital and he exhibited signs of impairment. Drug paraphernalia was located within the vehicle. A follow up interview was conducted at the hospital and the driver exhibited further signs of impairment. A warrant for blood and urine was obtained and executed. A hospital urine toxicology panel showed presumptive positive results for the presence of numerous controlled substances in the driver’s system. The driver was medically cleared from the hospital and lodged in Lincoln County Jail on charges of DUII – Controlled Substances and Reckless Driving.
