WALDPORT – Lincoln County Sheriff’s deputies arrested a Hillsboro man and Seattle woman late Thursday on identify theft and other charges after responding to a complaint of suspicious activity at a vacation rental in the Bayshore area north of Waldport.
Up to six sheriff’s patrol vehicles Thursday night and Friday morning were at the rental on Oceanview Drive as deputies arrested the pair and interviewed four others in the house leading to a ripple of concern and rumors through the community of 700 residences and rentals.
Brian D. Goodreau, 43, of Hillsboro is in the Lincoln County Jail with bail of $200,000 on eight charges of identity theft and one of being a felon in possession of a firearm.
Amy L. Bay, 28, of Seattle is in jail with bail of $150,000 on six counts of identity theft and another of first-degree theft.
A deputy and detective were called to the rental at 8:20 p.m. Thursday after a Meredith Lodging manager reported suspicious activity at the house on Northwest Oceanview Drive, according to a probable cause affidavit filed in Lincoln County Circuit Court.
Goodreau answered the door but gave the identification of a Michigan man. Deputy Doug Honse said in his affidavit that the license’s lamination was raised “and felt fake.” Detective Abby Dorsey called the Michigan man, who said he had lost his wallet years ago and that credit cards and an Oregon driver’s license had been issued in his name.
Honse said deputies discovered a pickup truck in the driveway had been reported stolen in Bend.
Bend police said Bay was a suspect there in similar cases of identity theft and fraudulent rentals of vacation homes, Honse said in his affidavit, and that she was usually with Goodreau “who was the mastermind of many of these crimes.”
The investigation started Thursday night when a Meredith Lodging manager called the sheriff’s office after determining that Bay – who had given deputies her sister’s name — had used a stolen credit card of another woman to rent the house for $2,016 for the week. Charges filed in circuit court said Bay also used the credit card to make other purchases between Sept. 23-28 of more than $3,500.
Other court documents said Bay was under court supervision in Washington County and had active cases in Multnonah and Polk counties, had failed to appear in court nine times and was wanted for offenses in Oregon and Florida.
Two other couples in the house when Bay and Goodreau were arrested told Honse that the pair had invited them to the house “to party.”
