Narrative Summary
On 9/20/2019 at about 6:30pm, two subjects overheard a single rifle shot originate off of Yachats River Road near milepost 5.5. A spike bull elk was located deceased on the ODFW Tami Wagner Wildlife Area. A separate subject contacted OSP NCC Dispatch at 7:00pm to report the bull elk had been shot with a rifle and there were multiple subjects observed in the area processing the bull elk. A Lincoln County Sheriff’s Deputy arrived on scene and met five subjects actively processing the bull elk. Shortly later, an OSP Patrol Trooper and Fish and Wildlife Trooper arrived on scene. The five subjects were interviewed and the elk carcass examined. The spike bull elk had been shot once with a firearm then shot once it was deceased with an arrow. Evidence from the scene was processed and three subjects were cited for the listed charges. The spike bull elk head and antlers, a compound bow and the elk meat was seized as evidence. The elk meat will be processed then later donated to charity.

Narrative Summary
On 09/21/2019 at approximately 10:57 AM, Unit#1 a silver 2001, Chevrolet Tahoe, was heading westbound on US Highway 20 near milepost 7. The driver lost control of the vehicle, crossed from the inside lane, across the outside lane, and drove off the highway along the north side of US Highway 20. The vehicle struck the end of a guardrail and struck a tree head on along the North West side of a private driveway. The vehicle sustained heavy front end damage. The male driver was contacted at the scene, he initially denied driving and said his wife had been driving but left the scene on foot. She was contacted at her workplace in Salem via telephone. There were open containers of “Hurricane” malt liquor inside the vehicle. The driver eventually admitted to driving and consuming alcoholic beverages before the crash. The driver stated he was driving between 65 and 70 MPH in a 55 MPH zone, prior to the crash. The driver had a strong odor of alcoholic beverages coming from his breath. He consented to Standardized Field Sobriety tests and showed signs of impairment. The driver was taken into custody for DUII at 11:56 AM. He was transported to the Lincoln County Jail where he consented to, and provided a breath sample showing a blood alcohol content of 0.24 percent by weight. The driver had an expired Idaho driving permit. His Oregon Driving privileges were “No Oregon Operator’s License” with a stipulation of an IID requirement. No IID was installed in the vehicle. The driver was lodged at the Lincoln County Jail for DUII-alcohol. He was also issued citations for No Oregon Operator’s License, Open Container of Alcohol, and Careless Driving. The vehicle was towed from the scene by AA Rowely’s Towing of Newport. The driver was wearing his seatbelt and sustained only minor injuries. The Oregon State Police was assisted by the Lincoln County Sheriff’s Office, Toledo PD, and ODOT Incident Response.

***E-CRASH*** On 09/22/19 at appoximately 9:20 AM, a two-vehicle crash occurred on SR-34 around milepost 10. Westbound #1 (blue Civic) was negotiating a downhill leftward sweeping curve when it lost control and its rear end broke loose. #1 drove over the eastbound lane and into a gravel wide spot where it collided with an unoccupied parked #2 (purple Rav4). ***E-CRASH*** On 09/22/19 at approximately 1:05 PM, a single-vehicle crash occurred on US-101 around milepost 120. Vehicle #1 (black Challenger) was northbound when it hydroplaned in standing water and lost control, spinning across all lanes and hitting the bridge railing twice before coming to an uncontrolled rest in the southbound “B” lane facing south.
