I stopped the driver for multiple moving violations and reasonable suspicion of DUII. During my contact I observed signs of impairment. During voluntary field sobriety tests I continued to observe signs of impairment from the driver. The driver was arrested for DUII and transported to the Lincoln County Jail where he provided a valid breath sample indicating a 0.10 % BAC. The driver was lodged in the jail. His vehicle was secured on-scene and his wife decided to walk home.

Narrative Summary
On the early morning of October 5, 2019, the Oregon State Police received a driving complaint regarding a Honda CRV that was failing to maintain its lane and an inconsistent speed which ranged from 40-80 MPH. OSP located the vehicle based off the description provided to Dispatch by the named complaint and further poor driving was observed. OSP conducted a traffic stop on the vehicle and immediately observed signs of impairment on the driver. The driver was found to have an open can of beer between his legs during the initial contact. When OSP returned to ask the driver to perform SFST’s, a handgun was observed on the driver seat partially tucked under the driver’s groin. The driver did not have a valid concealed handgun license. The driver consented to and performed poorly during field sobriety tests. The driver was placed in custody for DUII, Reckless Driving, and Unlawful Possession of a Firearm. The driver was transported to the Lincoln County Jail where he provided a breath sample revealing a blood alcohol content of 0.22%. The driver was lodged on the previously mentioned crimes. The vehicle was towed from the scene by Car Care Tow Pro.

(ecrash) On 10/5/19 at approximately 8:04 pm I was dispatched to a two vehicle crash on US 101 near mile post 162. Unit #2, a red Ford Ranger (850CKZ), was stopped in the southbound lane and indicating to make a left turn on NE Dorning Rd when it was struck from behind Unit #1, a gray Saturn Vue (917JTU), also southbound. Roadway evidence showed the Saturn began hard braking and left visible skid marks approximately 120 feet prior to the collision. No one was injured in the crash. Unit #2 was towed from the scene by Rowley’s Towing. The driver of Unit #1 was cited for Following Too Closely.

Narrative Summary
On the evening of October 5, 2019, the Oregon State Police responded to a multi-vehicle blocking crash along Highway 20 near mile 4 just west of Toledo. A Lincoln County Sheriff’s Deputy drove upon the crash scene moments before the crash occurred and was informed by the driver of UNIT #2 (red Ford Mustang) that the offending driver was fleeing the scene westbound. A eastbound vehicle had to swerve over onto the shoulder to avoid a head on collision with UNIT #1 (Saturn sedan). UNIT #1 sustained heavy front end damage and was operating on flat tires, causing the rims to create sparks on the roadway. UNIT #1 came to rest in the opposite lane of travel and did not have any headlights on. UNIT #3 (Toyota sedan) was east bound and attempted to avoid a collision with UNIT #1, stopped in its lane of travel but side-swiped the vehicle. The driver of UNIT #1 displayed several signs of impairment and was placed in custody and transported to the Lincoln County Jail. The suspect performed the HGN test and continued to display signs of impairment. The suspect refused to perform any further tests. The suspect additionally refused to provide a breath sample. A telephonic search warrant was applied for and obtained in order to seize breath and blood samples from the suspect. Blood samples were collected but the suspect refused to comply with providing a breath sample per the search warrant. None of the involved subjects were injured as a result of the crash. The driver was charged with DUII – Alcohol, Reckless Driving, Reckless Endangering, Fail to Perform Duties of Driver and Interfering with a Peace Officer. UNIT #1 and UNIT #3 were removed from the scene by Rowley’s Towing. UNIT #2 was removed by Coast Towing. The Oregon State Police was assisted with this investigation by ODOT, Lincoln County Sheriff’s Office, Newport Police Department, Toledo Police and Fire, and Pac-West Ambulance.
