Narrative Summary
The Oregon State Police received a driving complaint from Lincoln County which advised of likely impaired driver northbound on Highway 101 which had be last seen pulled over in Lincoln Beach. Lincoln County located the vehicle and were assisted by Lincoln City PD. OSP arrived on-scene and took over the investigation. After probable cause was developed the driver was arrested for DUII and a Police Officer Hold due to suicidal statements. The driver was transported to Samaritan North Lincoln Hospital for treatment. I applied for and was granted a search warrant. Blood samples were seized and submitted into evidence for testing. The driver was cited and released in lieu of custody. The driver was left to sober up at the hospital until a mental health evaluation in the morning. The vehicle was towed by Car Care Towing for safe keeping.

**eCrash Report** On 10/12/19 at approximately 16:40 PM, the Oregon State Police came upon a crash that had just occurred on US Highway 101 near mp 136. The collision occurred when Unit #1, brown 2013 Toyota Rav4 was northbound. Despite a clear sight distance for nearly one mile, the driver of Unit #1 did not see, Unit #2, a 2018 Ford F-150 pick-up ahead. Unit #2 was northbound on US Hwy 101 stopped waiting to turn west into a beach overlook area. Unit 1 crashed into the rear of Unit #2. No injuries were sustained and both vehicles were driven from the scene. The operator of Unit #1 was issued a citation for Careless Driving.

Narrative Summary
On 10/13/19 at approximately 8:35 pm I was dispatched to a menacing complaint which occurred on US 20 near mile post 34. The complainant reported he was following a silver Subaru (221LFM) when the passenger of this vehicle brandished a 9mm pistol and pointed it at him. After following the vehicle for several miles on Harlan Burnt Woods Rd the complainant reported the driver of the offending vehicle stopped, got out of his vehicle and advanced toward him while yelling and blocking his way. After driving around the blocking driver the complainant stated the Subaru followed him until he reached his driveway. The vehicle was located at an address on Harlan Rd several hours later. Two males where located at this address who matched the descriptions given by the complainant. During interviews the passenger admitted to brandishing a firearm with the intent to intimidate the other driver. The driver admitted to menacing the other driver after he knew his passenger had brandished a firearm. The firearm, a fully loaded 9mm Ruger handgun, was located in the passenger’s trailer and seized as evidence. The driver was lodged in Lincoln County Jail on the charge of Menacing and the passenger was lodged on charges of Unlawful Use of a Weapon and Menacing.

***E-Crash*** On the evening of October 20, 2019, the Oregon State Police responded to a non-injury non-blocking traffic crash on Hwy 20 near mile post 18. The traffic crash investigation found that UNIT 1 (white Mazda sedan) was following too close to UNIT 2 (white Toyota truck). UNIT 2 applied brakes as he began going down hill. Driver 1 reportedly swerved to avoid rear end crash and UNIT 1 began to lose control on the roadway and struck opposite lane’s guardrail before coming back into the westbound lane. Driver 2 swerved toward the guardrail to avoid crash with UNIT 1 as it re-entered the west bound lane. The driver of UNIT 1 was cited for following too closely. The driver of UNIT 2 made his own arrangments through Coast Towing to have his vehicle removed from the highway. Driver of UNIT 1 requested a non-preference tow and Coast Towing responded.

**eCrash Report** On 10/21/19 at approximately 12:20 PM, Unit #1, a purple, 2016 Toyota Rav4 was stopped in the Cooks Chasm viewpoint facing southbound along the side of US Highway 101. Unit #2, a white 2018 Buick Encore was southbound on US 101 passing the viewpoint. The operator of Unit #1 did not see Unit #2 and attempted to conduct a U-turn across Hwy 101 to head northbound. The front driver’s side of Unit #1 struck the rear passenger side of Unit #2 causing extensive damage. Both vehicles were able to move into the Cooks Chasm view point. No injuries were reported and all parties were wearing their seatbelts. Unit #2 was towed from the scene by Florence RV & automotive at the owner’s request. Unit #1 was drivable. The operator of Unit #1 was issued a citation for an illegal U-turn.
