Narrative Summary
On the evening of December 30, 2019, the Oregon State Police assisted the Lincoln County Sheriff’s Office serve a move out restraining order on an uncooperative subject. The subject was ultimately located inside the trailer after being concealed at the location by a female subject. After LCSO confirmed the subject was inside the location they entered to effect his arrest. The female was charged with Obstructing Governmental Judicial Administration and the male was charged with Violation of Restraining Order and Interfering With a Peace Officer.

Narrative Summary
E-crash – On 12/31/2019 at approximately 07:44 am a two vehicle crash occurred at milepost 121.5 on US 101. Unit 1 turned left onto NB US 101 from north end of Gleneden Beach LP. Driver of unit 2 was SB on US 101 and attempted to avoid colliding with unit 1, but vehicles collided. Unit 2 came to an uncontrolled rest on the southbound shoulder facing north. Drivers declined medical attention. Driver of unit 1 was issued a citation for dangerous left turn. Unit 1 drove away under its own power. Unit 2 driver arranged for own tow by Lincoln City Towing.

Narrative Summary
E-crash – On 12/31/2019 at approximately 10:03 am I was dispatched to a two vehicle crash on Highway 101 near milepost 132. Both vehicles were in the northbound lanes at the time the crash occurred. Unit 1 was traveling northbound in the right lane when it began turning left through the left and southbound lanes. Unit 2 was northbound in left lane and was unable to avoid the collision. The driver of unit 1 told me he was attempting to make a left turn when the collision occurred. The driver of unit 2 told me unit 1 came from the “slow” lane across his lane of travel and they collided. All occupants declined medical attention. Unit 2 was towed by Rowley’s Towing. The driver of unit 1 was cited for making a dangerous left turn. Lincoln County SO, Depoe Bay fire, and EMS personnel assisted on the scene.

Narrative Summary
Single vehicle crash on Cascade Head, Hwy 101 at Milepost 103. Unit 1, a red Chev corvette, was northbound on Hwy 101 at mP 103. The unit left the roadway and drove onto the shoulder, rotating almost 180 degrees and came to rest on the northbound shoulder. Driver stated she lost control when the vehicle began to hydroplane. At the time of the crash, the area was receiving heavy rain, leaving standing water on the roadway. No injuries reported at the scene. Driver arranged for her own tow.

Narrative Summary
On 12/31/19 at approximately 6:42 pm I came across a recently abandoned vehicle on SR 34 near mile post 4. The vehicle was partially blocking the westbound lane and facing the wrong way. The passenger window was rolled down and a half empty pint of Fireball whiskey was in plain view on the passenger seat. I responded to the registered owner’s address where I located the owner who was visibly intoxicated. The owner admitted to recently driving the vehicle and leaving it on the highway. The driver admitted to drinking alcohol prior to driving but insisted he had no alcohol to drink since leaving his vehicle. The driver consented to and performed poorly on SFST’s. The driver was taken into custody and transported to Lincoln County Jail where he consented to a breath test rendering a result of .12% BAC. The vehicle was towed from the scene by AA Rowley’s. The driver was lodged in jail on charges of DUII – Alcohol and Reckless Driving.

On 12/31/19 At approximately 11:01 pm I was patrolling on US 101 in the area of Lincoln Beach when I observed a blue Mini-Cooper situated perpendicular across both lanes on Hemlock Place stationary with no headlight on. I conducted a traffic stop as the vehicle began to drive away. I identified the driver and learned his driving status was currently suspended at a misdemeanor level. The driver was cited and released from the scene. A licensed driver drove the vehicle from the scene.

Narrative Summary
On 1/1/20 at approximately midnight I was patrolling in Lincoln City near mile post 114 when I observed a white Honda SUV (358LPL) execute an illegal U-turn in the intersection of NW 17th St. I conducted a traffic stop near NW 13th St. Upon contact the female driver exhibited numerous signs of impairment and admitted to recently drinking alcohol. She consented to and performed poorly on SFST’s. The driver was taken into custody and during a pat down brass knuckles were discovered concealed in her pants pocket. The driver authorized her vehicle to be released to her passenger. After identifying the passenger he was discovered to be the subject of an active misdemeanor warrant for DUII issued from Jefferson County Circuit Count on 10/1/19. The passenger was taken into custody and during a pat down a switchblade was discovered concealed in his pants pocket. The passenger had multiple previous felonies in his criminal history. The vehicle was secured at the scene. Both occupants were transported to Lincoln County Jail. The driver consented to a breath test rendering a result of .08% BAC. The driver was lodged on charges of DUI – Alcohol and Carrying a Concealed Weapon. The passenger was lodged on the Misdemeanor warrant and charged additionally with Felon in Possession of a weapon and Carrying a Concealed Weapon.

Crash Related- single vehicle was northbound on Hwy 229 near MP 2. The vehicle was northbound when it drove onto the shoulder and rolled completely over and came to rest on its driver side door in the northbound lane. Driver stated she drove into the ditch and then crashed. The roadway in this area is very narrow and the soft dirt shoulder begins immediately after the pavement shoulder ends.
