Narrative Summary
Two hunters called in a complaint of a subject who had shot several times at a herd of elk from Hwy. 229. The callers also reported that the elk were shot on private land. A female was contacted at her vehicle on the private property. She advised that a group of elk crossed the road in front of them and her husband stopped and shot at two spike elk from the road. She couldn’t get a shot. Two elk were killed by her husband and tagged with his tag and her tag. The male was contacted and refused to talk. The male was ultimately cited and released for Shooting from a public road, Exceeding the limit on bull elk and Borrowing a big game tag. The female was cited as a violation for Loaning a big game tag. Two spike elk, two second period bull elk tags and a Browning 300 WSM rifle were seized as evidence.

**eCrash report** On 11/23/2019 at approximately 8:40 AM, Unit #1 a silver 2000 Nissan X-Terra was southbound on US-HWY 101 near milepost 128. The operator of Unit #1 reported “something” ran in front of her vehicle. The operator applied the brakes near SE South Point St in Depoe Bay, and skidded off the western shoulder of the roadway down an embankment full of trees and vegetation. The front of the vehicle struck a tree, and came to an uncontrolled rest approximately 35ft off the roadway. The operator left the scene to contact assistance, and was later interviewed at the scene. The operator was wearing a seatbelt, and no injuries were reported. During the investigation, the operator’s license privileges was determined to be suspended, violation level. The operator had made her own towing arrangements prior to law enforcement arrival. The vehicle was towed from the scene by AA Rowleys. The Oregon State Police was assisted at the scene by the Depoe Bay Fire Department and the Lincoln County Sherriff’s Office. The operator was issued a violation citation for Driving While Suspended-Violation, Failure to Drive Within Lane.

Narrative Summary
On 11/23/2019 at 13:52 PM Oregon State Police Troopers were observing traffic on US Hwy 20 near mile post 9. A red KIA Sportage was observed traveling westbound at a high rate of speed, the top speed observed on radar was 69mph in a 55mph zone. Traffic stop was conducted for the Violation of the Basic Speed Rule, near mile post 7 on highway 20. During the contact the driver was identified with an Oregon ID card. A driving status and wants check showed the driver had an outstanding felony warrant for his arrest in the State of California. The warrant was issued on 10-24-2019 through Siskiyou County Sherriff’s Office CA for probation violation with an original charge of burglary. The California warrant list the bail amount of $50,000. The driver also had an outstanding felony warrant for probation violation out of Lane County. There were two additional warrants from Clackamas County for FTA, Theft II and PCS Meth. The warrants were confirmed, and he was taken into custody without incident at 14:13 PM. There were four minor children inside the vehicle, and arrangements were made with the children’s family to pick up both the children and the involve vehicle. The driver was lodged in the Lincoln County Jail for ORS: 133.747-Fugitive from Another State and the above mentioned Oregon warrants. He also received a violation citation for operating a motor vehicle without an operator’s license.

On 11/24/2019 at 15:07 PM Oregon State Police stopped a 2016 Ford fusion with License plate 128 JLT for Failure to drive within lane and suspicion of driving while under the influence of intoxicants. After speaking to driver and observing her behaviors, the driver consented to conducting Standard Field Sobriety Tests roadside. Signs of impairment were observed and she was taken into custody for driving while under the influence of intoxicants. ***eCrash*** Unit #1, Gold Jeep Liberty, was traveling EB on SR-18 near MP 6. Unit #1 was following behind unit #2, a white Chevrolet Tahoe. Unit #2 was stopped on SR-18, waiting to turn NB into the nearby trailer park. Unit #1 was unable to stop and collided into the rear end of unit #2 which caused unit #2 to veer into the WB lane where it collided head on with unit #3, a dark blue Subaru. Unit #3 came to an uncontrolled stop in the WB ditch. Unit #2 came to an uncontrolled stop partially in the WB lane and unit #1 pulled over on the EB shoulder. The passenger of unit #3 was the only one injured and transported to the Lincoln City Hospital by ambulance. Unit #1 and unit #2 arranged their own tow. Unit #3 was towed from the scene by Rowley’s Towing. The driver of unit #1 was issued a citation for careless driving accident and the driver of unit #2 was issued two citations; DWS – Violation and Driving Uninsured.

Narrative Summary
On 11/29/2019 at 9:12AM the Oregon State Police responded to a reported vehicle on fire on Highway 18 near milepost 9. There were no reported injuries, and the vehicle wasn’t a hazard on the roadway. Lincoln County Sherriff’s officer had already arrived on scene and awaited the fire department and our arrival. The Lincoln County Fire and Rescue arrived at 9:26AM. We arrived at milepost 8.5 where the vehicle was reported to be at 10:05AM. When we arrived, the vehicle had driven away and the burnt contents of the vehicle were road side. The fire occurred in the bed of the truck, and was reported to be put out by passersby’s with fire extinguishers and with the help of the Lincoln County Fire and Rescue. The debris from the fire was left on the side of road to cool, and the driver said he would be back within a couple hours to pick up the contents. No further action was taken by the Oregon State Police.

On 11/29/2019 at 13:18PM the Oregon State Police received the report of four stolen crab pots from the Alsea Bay out of Waldport, Oregon. The owner was contacted at 13:21PM. According to the owner the crab pots were placed out in the Alsea Bay. The owner reported his son placed six crab pots in the bay on 11/28/2019 at 2:00PM, and when they checked the pots on 11/29/2019 at 8:00AM four crab pots were missing. The owner said the crab pots were valued around $100.00 and they had bright orange painted floats attached. The case is open for investigation.

***eCrash*** Unit #2, a white Chevrolet pickup, was traveling eastbound on SR-130, attempting to turn left into the driveway of a private residence while using a turn signal. Unit #1, a gold Ford SUV was also traveling eastbound, following unit #2. As unit #2 attempted to turn left into the driveway, unit #1 attempted to overtake unit #2, causing unit #2 to collide into the passenger side of unit #1. This section of SR-130 is a no passing zone and the driver of unit #1 was cited for passing in a no passing zone (ORS 811.420). Both drivers arranged their own tow.
