On Saturday, July 4th, 2020 at about 9:33 p.m., Lincoln City Police were dispatched to the ocean beach area in front of the Inn at Spanish Head on a report of group of people shooting off illegal fireworks and causing a disturbance with other people on the beach.
The initial officers arriving on scene in one of the Lincoln City Police Department’s beach ATV’s were immediately surrounded by this group of about 10 people who began taunting and challenging the officers for seizing illegal fireworks.
Several other officers arrived on scene and learned that this same group of white people had been taunting and challenging a family of Black people by yelling racial slurs at them, insulting them and using Nazi salutes towards them. The Black family advised they felt intimidated by the actions this group had displayed towards them.
The on scene officers formed a line between the group of white people and the Black family allowing the Black family to safely leave the beach and return to their room. During this time several in the group of white persons continued to taunt the officers, trying to challenge them to fight.
Other members from the group of white persons then began shooting off multiple large illegal aerial fireworks in front of the officers. After several more officers arrived on scene, they moved in on the confrontational and highly intoxicated group and began placing them under arrest for a variety of criminal charges.
Gennadiy Kachankov (30), Antoliy Kachankov (28), Andrey Zaytsev (28), Oleg Saranchuk (45), Ruslan Tkachenko (22), all of Clark County, Wash. were charged with the following crimes: Riot, Interfering with Police, Disorderly Conduct II, Harassment, Possession of Illegal Fireworks, and Offensive Littering. They were cited and later released.
An additional male, who refused to identify himself and who had no identification, was taken to the Lincoln County Jail for fingerprint identification and charged with the above listed crimes. In addition Yuriy Kachankov (30) of Clark County, Wash. was also charged the above listed charges along with resisting arrest. He was also cited and later released.

UPDATED NEWS RELEASE, TUESDAY, JULY 7
The Lincoln City Police Department has an update regarding subjects arrested during a disturbance on the ocean beach area in front of the Inn at Spanish Head on July 4th. A group of seven subjects were arrested as a result of the incident. At the time of the arrests, one of those in the group refused to identify himself. That subject was transported to the Lincoln County Jail and lodged there pending his identification.Once the subject was down at the jail he was identified to be Oleg Saranchuk (45) of Clark County Washington. It was determined that due to a language barrier and some lack of cooperation the subject originally identified as Oleg Saranchuk (in the original mug shot photo spread) had been misidentified, and was in fact Andrey I. Leonchik (41) of Clark County, Washington. Both men were charged with the following crimes: Riot, Interfering with Police, Disorderly Conduct II, Harassment, Possession of Illegal Fireworks, and Offensive Littering. Andrey Leonchik was cited and released from the Lincoln City Police Department. Oleg Saranchuk was later released from the Lincoln County Jail. The case investigation is being referred to the Lincoln County District Attorney’s Office for further review and determination of charges. Sounds accurate. Idiots from Ukraine, that have come to America for an assumed “better life or a new start.” They insult Blacks that have been here on these lands (States) via their families for centuries. Chances are the Family they cowardly targeted, the parents have been here longer then they have. But based on the several pounds of skin they think they are right to say something, when it’s a better then even money they would take to the family alone or to the husband man to man. Seven against a family. How about a hand clap for that bravery. How fitting behavior. Come to think of it… They are welcome, to come and stay in the NW, because America is now for everyone, racists, and non-racists. Both my parents families arrived here in the 1940’s. I am, Black, Chippewa, and French Canadian, and a 24 year Veteran, College Graduate. Heck, when I was in high school in the early 80’s there weren’t many Ukrainians even in the Portland-Vancouver Area. Seven of them…pretty brave and full of energy. They should find better things to do with all that energy. Like start a Ukrainian School, or football (soccer) academy. Not talk crazy to people, because one day some one may answer the call. There is always someone tougher than you are. If you can’t act right, act like you can. Maybe just go back to a country that really doesn’t want return Ukrainians. God blesses all, even the ones that are Losers. Hope they repent, before judgement. Can see unrelenting racists getting into Heaven. Well, if you are a non-believer, never mind, just stay the course.

Hey, doubt you’ll see this, but I hope you will. I am Ukrainian and live in Vancouver, and have crossed paths with most of these guys. Please believe it when I say that we as a community condemn these actions more than you can imagine. We are all grateful to have been given an opportunity to prosper in America, and the majority of us treat everyone with respect, love and humility. I wish we didn’t have rotten apples, but we do, as does any community. This is an embarrassment to everyone I know.
