DUII – Alcohol
Location 101, Mile post 145 145 NB, LINCOLN OR USA
Narrative Summary
On 9/4/2020 at approximately 10:22 PM, I saw a silver Dodge Ram 2500 partially blocking the turn lane that leads into the Newport Airport on US-101 near MP 145. The vehicle was parked and still running. Inside the truck were two occupants (one male driver, and one female passenger) asleep. There was a silver Coors Light beer can in the center console cup holder. I attempted numerous time to wake the occupants. Newport Police department assisted me as a cover unit, and with waking the occupants. The female occupant awoke first, and unlocked the truck so I could speak with the driver. When the doors were open, there was an overwhelming odor of alcohol coming from both the driver and the passenger. Both had slurred speech, bloodshot watery eyes, and were very disoriented with what was happening. The driver was read his Miranda rights, and was read ROHRS when asked to step out to perform SFST’s. After ROHRS was read, the driver consented to SFTS’s. He performed poorly on the tests, and was placed into custody and transported to the Lincoln County Jail for a breath test. The driver gave permission to the Newport Police officers to move his vehicle onto the shoulder so it wasn’t blocking, and Lincoln County Sheriff’s office provided a courtesy transport for the passenger. The Driver had a BAC of %0.15. He was given a courtesy transport by myself to the rental house were him and his wife were staying. A criminal citation was issued for DUII.

Crash – Non-injury
Location 20, Mile post 31 31 EB, LINCOLN OR USA
Narrative Summary
**e-Crash** On 9/7/2020 at approximately 23:48, OSP received a report of a two vehicle crash on US-20 MP 31. When I arrived, it was a silver Toyota Tacoma (Unit #1a) pulling a white camper trailer (Unit #1b). Unit #1a was traveling west towards Newport when a gust of wind made Unit #1b start to fish tail. Unit #1a then struck a guardrail, and Unit #1b detached from Unit #1a. Unit #1b was blocking east bound lanes, and Unit #1a was in an uncontrolled rest facing east. Due to the harsh weather conditions, and resources being exhaust I helped the driver of Unit #1 drive his camper to Ellmaker State Park to leave it parked. Unit #1a was drivable. Neither vehicle was towed. ODOT assisted with traffic control.
