Narrative Summary
On 07/09/2020 at approximately 11:34 AM, the Oregon State Police received a report of a possible intoxicated driver at the Otis Espresso Shop. According to the report, a female operator of a white 2015 Honda Odyssey van almost struck the building, and was observed nearly falling down in the parking lot. OSP located the vehicle and the involved driver. The driver admitted to driving the vehicle to the area as well as consuming alcoholic beverages. During the contact the driver showed signs of impairment and consented to, and performed poorly on Standardized Field Sobriety Tests. The driver was taken into custody for DUII and transported to the Lincoln City Police Department. She provided a breath sample that showed her BAC to be 0.11 percent. Friends of the operator picked up the vehicle and her dog. The driver was provided a transport to her residence where she was cited and released for DUII-alcohol.

Log Only: I spoke to the witness/caller who explained she had seen a woman wearing a bathing suit (black bottoms/lighter top) enter the water near Yachats Ocean Road State Natural Site (Yachats Ocean Road) and stand at about knee height for about 5 minutes. She played tag for about 10-15 minutes with her family and when she had looked again for the woman she did not see her and became concerned she may have been lost in the ocean waters. Seal Rock Fire, Yachats Fire, Central Coast Fire, and Yachats Ambulance checked the area. They did not observe any belongings left on the beach or vehicles that did not appear to belong. Coast guard had been notified and I spoke to them and provided them with witness details. OSP Newport day patrol has been advised and requested to check the area as a precaution.

I observed a silver sedan with an appearance similar to a Dodge Charger (pre-wrap-around rear lighting) traveling at a high rate of speed driving recklessly at 102 mph nearing the end of a passing lane while overtaking another vehicle. I had activated my lights and attempted to stop the driver. I observed the speed had slowed down but eventually increased again. The driver eluded me while using the vehicle. I did not pursue the vehicle. I turned off my lights/siren and attempted to locate for the suspect vehicle/driver. The vehicle was last seen southbound from milepost 125 traveling at approximately 116 mph. It appeared to have been lost track of between milepost 125-127.

**eCrash** On 07/10/20 at approximately 17:05 PM, Unit #2, a light green 1998 Toyota Avalon was southbound stopped at a stop sign on SR-229 at the intersection of US Highway 20. Unit #1, a white 2006 Chrysler Pacifica, was stopped behind Unit #2. The operator of Unit #1 became distracted and rolled into the rear of Unit #2 causing minor damage. No injuries were reported at the scene and all parties were wearing safety belts. Both vehicles were able to drive away from the scene. OSP was assisted at the scene by the Toledo Police Department.

Narrative Summary
Myself and another Trooper responded to an animal complaint near the Yachats bridge on Oregon State Park property. A complainant reported that the dog she was walking had been in an altercation with another dog that belonged to a group of people that were unlawfully camping. A group of 5 subjects were contacted that were found to be camping in a prohibited area within the State Park. The owner of the dog was contacted and he reported that his dog was leashed but was not under control at the time of the incident and that the other dog involved was off leash. The subject was warned for Dog As Public Nuisance. In addition, Oregon State Parks requested that all subjects involved in unlawful camping be trespassed. All 5 subjects found to be camping in a prohibited area were advised that they have been trespassed from the State Park.

**eCrash** On 07/11/2020 at approximately 12:50 PM, Unit #1, a gray 2002 Issuzu Axiom, was southbound on US Highway 101 near milepost 134 behind Unit #2, a gray 2002 Ford Ranger. The operator of vehicle #2, slowed for a pedestrian crossing the roadway. The operator of Unit #1 did not notice the vehicle in front of him slowing and crashed into the rear of Unit #2. Unit #1 sustained heavy front end damage and came to rest partially blocking the southbound lane of travel. Unit #2 sustained damage to the rear, but came to a controlled rest along the western shoulder of US Highway 101. No injuries were reported and all parties were wearing seatbelts. The operator of Unit #1 was issued a citation for following to close. The operator of Unit #2 was issued a citation for driving while suspended-violation. Unit #2 was able to depart the scene under its own power. At the owner’s request, Rowley’s towing responded and removed Unit #1. OSP was assisted at the scene by ODOT Incident Response, and the Lincoln County Sheriff’s Office.
